Tamkeen Sustainability Advisors created a road map of development for the Hail Region. The first part of the study consisted of identifying the state of emergency in the region. Many indicators proved that indeed action is needed in this region. For example, Hail's rate of GDP per household is 30% lower than the rest of the Kingdom. Household income, rate of healthcare, telecommunication capabilities and electricity production are all lower in Hail than in the rest of the Kingdom.
From such indicators, a methodology for the roadmap was developed. The methodology consisted of three main levels which together form a vision for future implementation and a dynamic development process. The first level is emergency recovery plan, second, development strategy, and third, to develop Hail as a model for the Kingdom.
The emergency recovery plan suggests the immediate launch of interventions from Hail's Authorities and political proof that there is political determination to development in Hail. Next, under the development strategy a conceptual framework was developed with four interlinked principles. Each principle has a different approach, they are: sustainable, participatory, integrated, and bottom up approach. These four approaches, or principles, would in return bring about city development and from there regional development.
